CMS Updates the CMP Reinvestment Program

The Centers for Medicare and Medicaid Services (CMS) recently released a QSO memo regarding updates to the Civil Money Penalty Reinvestment Program (CMPRP). The memo outlined several areas that the American Health Care Association (AHCA) has advocated for since the program was updated in September 2023. Updates were announced relating to the following areas: 

  • Streamlining the application 
  • Increasing the funding cap 
  • Allowing technology projects 
  • Allowing behavioral health projects 
  • Allowing workforce enhancement projects 
  • Updates to the project result requirements 
  • Improvements to the transparency of State Plans 

The memo notes that if you have already submitted your application to the CMS CMPRP Team and have not yet received a decision letter or other feedback, you do not need to resubmit your proposed project using the new Application Form. If you are submitting a new project, applicants are asked to use the new Application Form. 

Additionally, CMS announced that several resources will be consolidated and will be provided on the CMPRP website by October 6, 2025. For questions regarding the memo or CMPRP, facilities may email CMP-info@cms.hhs.gov. You may also email regulatory@ahca.org for additional information.
