Peter Corless is the Executive Vice President of Enterprise Development of OnShift, a leader in human capital management software for postacute care and senior living. Peter is also currently the Associate Business Member President on AHCA/NCALs Board of Governors. Peter is a recognized HR leader in post-acute care and is well-known for his achievements at some of the country’s largest post-acute care organizations, including Kindred Healthcare and Genesis HealthCare. As an experienced, international chief administrative and human resources officer within these organizations, he developed strategies that reduced turnover, improved recruiting and hiring strategies, and reduced labor costs. Peter received his BA from the University of Waterloo and his MBA from York University’s Schulich School of Business.

 Latest CMS Memo


​CMS has posted its memo: Payroll-Based Journal (PBJ) Implementation of required electronic submission of Staffing for Long Term Care (LTC) Facilities on its website. The memo includes the following info for long term care providers:

  • Reminder that the voluntary submission period ends June 30, 2016, and the mandatory submission period begins July 1, 2016.
  • Instructions on how to register and where to find instructions to submit data. 
  • A notification of the posting of the revised and final PBJ policy manual and related information, available here.
  • A note that the Centers for Medicare & Medicaid Services (CMS) may use its enforcement authority for noncompliance with the requirement to submit data.

AHCA/NCAL strongly encourages all members to take the first step to success with this requirement by registering as soon as possible. On October 1, CMS opened registration for the voluntary period to participate in electronic submission of payroll data, including staff start and end dates (for calculating staff retention and turnover), and census data. The voluntary period from October 1, 2015 until required submission of this data beginning on July 1, 2016 is the ONLY time that providers will have the opportunity to “test" the process and determine how their payroll system interfaces with the Payroll Based Journal.

The Affordable Care Act requires CMS to collect electronic staffing data from nursing centers. The Act requires this data to be auditable and verifiable. The information is intended to collect direct care staff (employed and contracted), employee turnover and tenure, and must include census data and case mix. Earlier this year, CMS announced they would require this information to be submitted by all nursing centers starting in July 2016.

When the required submission process begins, CMS will continue to require providers to submit Forms CMS 671 & CMS 672 at the time of survey. The data from these Forms will be used in calculating the Staffing Domain of the Five Star Rating System until late 2017 or early 2018.
