Scott Tittle, Executive Director

Scott joined NCAL in 2015 from the Indiana Health Care Association and the Indiana Center for Assisted Living—a state affiliate of AHCA/NCAL—where he served as president since 2010.

An attorney by background, Scott is a former member of the Indianapolis law firm of Krieg DeVault, where he practiced in the firm’s health care, governmental affairs, and business practices groups.

Prior to that role, Scott served as Health Policy Director to Indiana Governor Mitch Daniels where he was responsible for executing health care initiatives through the legislative process as well as the state’s health-related agencies.

Scott received his law degree from Indiana University, Bloomington and his undergraduate degrees from Vanderbilt University. He was awarded a Distinguished Hoosier Award by Gov. Daniels in 2007, was listed as an Indiana Super Lawyers Rising Star by The Indiana Lawyer from 2010-2012, and was named a Forty Under 40 honoree by the Indianapolis Business Journal in 2010.​



Lilly Hummel, Senior Director of Policy

As Senior Director of Policy, Hummel is responsible for researching and developing policy and political positions on critical issues affecting assisted living, including analysis of federal regulatory and reimbursement laws and rules that affect the profession.

Prior to joining NCAL, Lilly was a Senior Manager with Avalere Health where she advised providers navigating payment and delivery reforms. She assisted clients to understand trends and their strategic opportunities in response to changes in market dynamics and regulatory or legislative updates. Previously, Lilly was also an Analyst with the Government Accountability Office, providing nonpartisan health policy research and analysis to the U.S. Congress.

Lilly has a JD from the University of Wisconsin Law School and a Master of Public Affairs from the University of Wisconsin-Madison. She has a BA from Carleton College.



Lindsay B. Schwartz, Ph.D., Senior Director of Workforce and Quality Improvement

As Senior Director of Workforce and Quality Improvement, Lindsay develops and implements quality improvement initiatives, including quality measurement development and data collection.

She earned her Ph.D. from the Johns Hopkins University Bloomberg School of Public Health in the Department of Health Policy and Management. During graduate school, she worked as a research assistant for the National Health and Aging Trends Study (NHATS) and completed a Health Fellowship in the U.S. Senate Health, Education, Labor, and Pensions Subcommittee on Aging and Retirement. 

Prior to attending graduate school, Lindsay worked in home and community-based services in different roles including as direct care staff and as a case manager for an Area Agency on Aging.  She is the 2016 Chair of the Center for Excellence in Assisted Living (CEAL) Board of Directors.  Lindsay earned her B.S. in Psychology and a minor in Business from Indiana University.   



Katherine Preede, Senior Director of Membership & Business Development

As Senior Director of Membership and Business Development, Katherine is responsible for membership growth, retention, and satisfaction. She also supports NCAL’s state affiliates in their efforts to service their current members, market to potential new members, and evaluate and refine the benefits offered.

Prior to joining NCAL in December 2012, Katherine was on the Corporate Marketing & Communications team at Sunrise Senior Living where she managed marketing and communication initiatives. Previously, she served for more than four years as the Manager of Public Affairs for AHCA. In this role, she represented the Association and its members with local, state and national media outlets as well as assisted state affiliate public relations professionals on numerous projects and special events. 

She also has worked for the National Multiple Sclerosis Society and in Congressional offices on Capitol Hill. Katherine is a graduate of American University’s School of Public Affairs with a Bachelor of Arts degree in Communications, Legal Institutions, Economics, and Government.



Rachel Reeves, Director of Communications

As Director of Communications, Rachel develops and implements strategic communications plans to engage members of NCAL, the media and the public.

Before joining NCAL, Rachel served for more than three years in the Public Affairs department at AHCA. She has also worked in the communications offices for a former member of Congress and a former governor. She has a Bachelor’s of Science in Political Science with an emphasis in Public Affairs from Emporia State University in Emporia, Kansas.



Jean-Bernard Latortue, Administrative Assistant

As Administrative Assistant, Jean-Bernard serves as the main support of the NCAL team and oversees the NCAL Awards Program.

Prior to joining NCAL in January of 2016, Jean-Bernard worked in a similar role at the Boston Consulting Group and the American Israel Public Affairs Committee. Jean-Bernard also interned on Capitol Hill. He received his B.A. in Political Science and History from St. Thomas University in Miami, Florida. Jean-Bernard is currently pursuing his M.A. degree at the George Washington University.
