CMS Releases FY 2026 State Performance Standards System (SPSS) Guidance

The Centers for Medicare and Medicaid Services (CMS) recently released the Fiscal Year 2026 State Performance Standard System Guidance which outlines how State Survey Agencies will be evaluated on survey and certification activities conducted on behalf of CMS. 

There are three domains for the FY26 SPSS measures. These measures include the following:  

CMS acknowledges the impact of the federal government shutdown from October 1, 2025, through November 12, 2025, and is adjusting the evaluation of several FY 2026 measures. Measures directly impacted will receive an exception. These exceptions apply only to FY 2026 and will not be carried forward.
