The U.S. Department of Commerce has launched the Job Quality Toolkit, which provides strategies and actions to help organizations recruit and retain a high-performing workforce. The toolkit is based in the Baldrige Excellence Framework and highlights eight drivers of high-quality jobs.

The toolkit providers strategies for each of these eight drivers that serve as actionable steps that organization can take to recruit and retain staff.
Providers interested in the Baldrige Excellence Framework should consider participating in the Quality Award Program which is based on the framework. The 2023 Quality Award cycle is currently open, and providers are encouraged to apply. Quality Award recipients report increased teamwork and employee engagement and reduced turnover.
