U.S. Senate Bills Aim to Expand Apprenticeships and Strengthen the Workforce

A pair of newly introduced bills led by U.S. Senator Bill Cassidy, M.D. (R-LA), Chairman of the U.S. Senate Health, Education, Labor, and Pensions (HELP) Committee, seek to expand apprenticeship opportunities in the United States—an effort aimed at helping more Americans access job training while addressing workforce shortages. 

The Apprenticeship Data Value Improvements to Create Employment (ADVICE) Act would support the collection of pay, retention, and program completion data so states and employers can identify successful programs and replicate them more effectively. The bill also proposes creating an advisory committee within the U.S. Department of Labor focused on reviewing and improving how registered apprenticeship data is collected and used.  

The Streamlining Timely Apprenticeship Registration and Transparency (START) Act aims to streamline timelines for registering new apprenticeship programs and includes new transparency requirements.  

Chairman Cassidy is also requesting​ the U.S. Government Accountability Office (GAO) to conduct a study on removing barriers to create new apprenticeship programs.
